I have to write a research paper on stem cells and their controversy for my English class, and I am confused as to what the difference is between the 1995 Dickey-Wicker Amendment and President Bush’s 2001 policy on restricting federal dollars for stem cell research. I have looked all over the internet, and was not able to find any answers. Please answer me if you know the difference because the paper is due soon.
